There has been attempts to apply this to social infrastructure — isn’t the modern currency of the “Like,” a form of social infrastructure? Even consider authoritarian China with it’s social credit system. Perhaps this isn’t what you mean by “social infrastructure,” but it’s hard to imagine the heavy rationalisation and measurement of a polis as anything but a tool for authoritarians.
